The book includes the proceedings of the 2 nd International Conference on Security and Cooperation in the South China Sea (SCS) held in Moscow on June 18, 2015. The importance of this meeting is determined by the fact that the conflict in the South China Sea has remained a hotbed of tension for the entire South-East Asia until now. The collected articles are divided in 4 parts: I. Developments in the South China Sea from the Point of View of Modern Geopolitics; II. Developments in the South China Sea and the Threat of Militarization of the Region and the Arms Race; III. Legal aspects and Politics of Extra-Regional Forces in the Conflict over the South China Sea; IV. The Ways of Resolving the Existing Problems and the Prospects for Peace and Stability in South-East Asia. The Conference was attended by experts and researchers from Russia, the European Union, India, the US, Japan and Singapore. The forum participants were unanimous that it is necessary to identify various forms of expanding the mutually beneficial economic cooperation, of building up a common framework of economic interests for all of the conflicting parties concerned. It was emphasized that the 1982 UN Conventionon the Law of the Sea (UNCLOS) remained a crucial legitimate instrument laying the foundation for the negotiation process and settlement of controversy in the SCS. It was also noted that in was essential to develop and subsequently to secure the execution of a Code of Conduct for all claimants, including China. This step would reduce the tension in the South China Sea to a considerable extent.
