The author of the present book for the first time in Russian historiography has made an attempt to restore the biography of Karl Ivanovich Weber – the first Russian Charge d’affaires and General consul to Seoul, who remained in this position for 12 years (1885 – 1897), with some interruptions associated with service shifts – to illuminate the diplomatic activity of this distinguished diplomat, to assess his contribution to the establishment, development and strengthening of relations between the two Far Eastern neighbors – Russia and Korea – in the crucial period in the history of the Korean state. K.I. Weber left the brightest imprint on the diplomatic history of the Russian-Korean relations. He has consistently defended the sovereignty and statehood of Korea, fought against illegal claims of China and Japan in this country. Weber’s knowledge and experience, his personal qualities created him a high reputation in the king Kojong and Korean patriotic circles in Korean society, as well as in the community of foreign diplomats in Korea. Karl Weber had a noticeable impact on all areas of the relations between Russia and Korea – the economy, culture, education, and military affairs. The book is dedicated to the memory of the outstanding scientist, expert on the Korean studies – Boris D. Pak.
