The work analyses the USA policy in Afghanistan, the results of American military campaign in this country, as well as possible actions of SCO participating states after the withdrawal of the major part of the USA and NATO armed forces from Afghanistan toward the end of 2014, and their interest in the settlement of Afghan conflict. The book comprises 22 Supplements – international documents, informational materials, and speeches of officials from different countries in the period of 2001 – 2012. This part of research presents the complete and authentic picture of formation and evolution of Shanghai Cooperation Organization (SCO) and its attitude to Afghan problem. 8 documents of the Supplements directly concern the interrelations between SCO and Afghanistan, others are related to the problem in different ways. The documents justify and illustrate Arunova’s ideas about the origin of SCO interest to Afghanistan problem – formation of Contact Group: SCO – Afghanistan; holding of a Special conference on Afghanistan under SCO auspices up to the admitting of Afghanistan into SCO on terms of observer. The documents also show SCO attention to Afghanistan in view of its role in terrorism, religious extremism, and ethnic separatism. Special attention of SCO to Afghanistan is caused by the problem of drug traffic from this country to other states including SCO members.
The work is dedicated to the memory of O.F. Soloviev.
This work may be successfully used by diplomats and practical workers, dealing with SCO and Afghan problems.
