This monograph is accomplished within a framework of “Nation and state in world history” programme of History and Philology Department of RAS. This is the second work written by the authors as a part of sub-programme “Modern state and traditional society. Special features and mechanisms of cooperation on Afghanistan and Pakistan example”. Major attention is paid to the most relevant problems of the two neighbouring states modern history. They are connected with Islamic radicalism and diversionary and terroristic struggle of Islamists. The authors consider the sources and main trends of Taliban Islamist regime in Afghanistan (1996 – 2001), as well as the causes of its fall, relocation to Pakistan and revival with simultaneous origin of Taliban movement in Pakistan. The scholars use the notions of upper and lover layer in policy to analyse current history and perspectives of development of Afghanistan and Pakistan. The author of the commentary and translation from Dari of the Constitution and Code of Behaviour of the Islamic Emirate of Afghanistan is R.R Sikoyev (see the Supplement).
